The powers and duties of officers and employees are decided by the Board of Directors and in terms of Service Regulations and Memorandum of Understanding/agreements with majority Unions To sanction advance All the officers from JMGS to DGM grade of the Bank heading branches are vested with certain financial powers and administrative powers depending upon their positions. Consequent upon formation of Credit Approval Committees at various levels i.e. Central Office / Field General Manager Office / Regional Office, the Loaning Powers vested in individual capacities at CO / FGMO / RO cease to exist. The Committees established at different levels (including Committee of Board) also have certain discretionary lending and administrative powers depending on the committee's level in the organizational structure. The delegation of financial, administrative and other powers to Branch Heads / Committees are decided by the Board of Directors of the Bank and in terms of Service Regulations and Memorandum of Understanding/agreements with majority Unions. These powers are revised periodically, depending upon the organization's requirement and statutory / regulatory guidelines issued by Government / RBI from time to time. All branches of the banks are mandated to exchange soiled/ mutilated /defective notes to members of the public. Currency chest units being separate entities from branches, members of public cannot approach directly to avail the facility. However, currency chest may accept such notes from branches along with their remittance. |

We are providing the relevant extract of IT Procurement & e-tendering Policy of Bank 2022-23 in respect of softwares as under: In case of software procurement, if required, Bank will assign the weightage to technical and commercial aspect say 70:30 i.e. 70% to technical aspect and 30% to commercial aspect. Detailed evaluation matrix will be formulated on case to case basis. TYPE OF PROCUREMENT PROCESS: Bank may adopt following purchase method for procuring the hardware and software:- GENERAL PROCUREMENT – Requirement will be consolidated and tender will be floated to obtain the best competitive rates. RATE CONTRACT – For items of recurring nature, rate contract method may be adopted. The rate contract may be valid for a period of 6 or 12 or 24 months with a provision for review of rates at a regular period, say, quarter, half yearly etc. EMPANELMENT OF VENDORS – More than one vendor will be empaneled for providing the desired items which are not on approved list of items and requirements are urgent. This empanelment would be valid for a particular period like 6 or 12 or 24 months with a provision for review of rates at a regular period, say quarterly, half yearly etc. However, for empaneling the vendor for particular purpose, open tender process be initiated. The prequalification criteria should be framed keeping in view the purpose of the empanelment. This should include the experience and past performance for last 2/3 years for similar works, capability w.r.t. personnel, equipment etc. and financial standing for last 2/3 years. E-PROCUREMENT- DIT shall adopt full suite e-procurement by licensing software or outsourcing through a selection process. Bank will use e-Tender for procurement of Goods & Services in line with e-Tender clause. Bank will use Reverse Auctions for commercial evaluation of RFPs in line with the reverse auction clause. |
